Decision Risk, Measurement Uncertainty, and Conformity Assessment in Modern Metrology

TECHNICAL OUTLINE

Conformity assessment underpins consequential decisions in calibration, testing, inspection, certification, regulation, production control and reference-material characterization. Yet measurement uncertainty is often treated as a reporting requirement rather than a central component of decisionmaking. This creates a gap between uncertainty evaluation and the actual risks borne by producers, consumers, laboratories, regulators and end users when items, processes, materials or batches are accepted, rejected or certified.

This Special Session will focus on translating measurement uncertainty into defensible, transparent and usable decision rules. Building on JCGM 106:2012, it will address the design, evaluation and implementation of conformity-assessment procedures under uncertainty, with emphasis on guard bands, acceptance limits, producer’s and consumer’s risks, false conformity and false non-conformity, and specific and global risk.
We welcome theoretical, computational, and applied contributions addressing, among other topics, the following: decision rules; uncertainty-aware acceptance criteria; Bayesian, frequentist, Monte Carlo and simulation-based conformity approaches; multivariate and correlated results; sampling uncertainty; lot, batch and process conformity and acceptance plans; reference-material certification; and applications in chemical, physical, environmental, pharmaceutical, legal and industrial metrology. Contributions linking risk with accreditation, regulatory thresholds, quality infrastructure, digital metrology and reproducible software are encouraged.

By bringing together researchers and practitioners from different metrological disciplines, the session aims to foster new approaches, practical tools, and collaborative research towards transparent, reproducible, and risk-informed conformity decisions.
